  Discipline and Conduct Regulations  
  Rule No.1 Conduct  
 

Every student duly admitted and enrolled at the College shall at all times:

 
 
  1. Conduct himself  properly;
  2. Maintain good behavior;
  3. Observe strict discipline both within the campus of the University or the College or Institution or Hostel provided by these as also outside and;
  4. Ensure that no act of his/her (students consciously or unconsciously brings the University/College/Institution or any establishment or authority connected therewith into disrepute.
 
  Rule No. 2 Acts of Indiscipline  
 

Any act of a student which is contrary to the  provisions of Rule-3 of these Rules will constitute  misconduct and/or indiscipline, which terms shall means and includes among others any one or more of the acts jointly or severally, mentioned hereafter, namely;

Any act that directly or indirectly causes or attempts to cause disruption in the smooth functioning of the University or Colleges or Institution.

Habitual un-punctuality in attending lectures or practicals; 

Repeated absence from lectures or practicals; without giving sufficient reasons.

Canvassing for or  accepting  contributions or otherwise associating himself with the raising of any fund or any collection in cash or any kind in  pursuance of any object  what soever, without the previous sanction of the  University or College or Institution; 

Occupation of any building such as, hostel room, residential quarter or such other accommodation in the premises owned or hired by the University or College of Institution without prior permission from an 'authority competent' to grant such a permission.

Permitting any person or conniving at any person not authorized to occupy any Hostel room, Residential Quarter, or any accommodation in any premises owned or hired by the University or College of Institution.  

Securing admission at the University or College or Institution by fabrication or by suppression of acts or information as would constitute a barrier to such an admission to any under graduate or post graduate programme; 

Obstruction to any student or group of Students, in his/her or  their  legitimate activities as Students, whether in the class-room, laboratories, fields, play grounds, gymnasium or places of social and cultural activities within the campus of the University;

Supply of false information to the University or College or Institution in seeking any privileges at the University or College or Institution or Hostel during his/her Studentship.

Possessing or using fire arms, lethal weapon, explosive substances or dangerous or corrosive substance on the premises of College or Institution or Hostel or on the University campus.

Possessing or consuming any poisonous or stupefying drug or intoxicant in any form in the College or Institution or Hostel or University Campus. 

Ragging, bullying or harassing any student in the College or Institution or University campus or outside thereof;

Indulging in any act as would  cause annoyance or embarrassment or disturbance to any student, employee or staff member of the University, College or Institution or to any member of the University, College or Institution  or to  any member of the family of such employee or staff member or would outrage or tend to  outrage the modesty of any female student, employee or staff member of the University, College or  Institution or a female member of the family of  any such employee or staff member;

Indulging in any act of violence, assault, intimidation or rioting in the College of Institution or Hostel or University campus or outside thereof;

Destroying or attempt to destroy or tamper any official record or document of the University or College or Institution or Hostel or any other public place;

Conduct unbecoming a student at any meeting or social functions or sports and cultural activities arranged by the University of College or Hostel or at any other public place;

Stealing or damaging any farm produce or any properly belonging to the University or University Library, or Laboratory, Hostel or College or Institution or of any University employee or any other student;

Instigating violence or participating in demonstrations or agitation or strike in College or Institution or Hostel or on the University Campus;

Instigation or participating in any gherao in College or Institution or Hostel or on the University campus;

Violation of any of the University or College or Institution Rules and Regulations or Orders of the Competent Authority;

Gambling in any form in the University campus or in any premises belonging to or hired by the University or College or Institution;

Disorderly behaviour in any form or any act specifically forbidden by a Competent Authority of the University;

Any act involving moral turpitude;

Any act violating any provision of the Konkan Krishi Vidyapeeth, Hostel Rues for Students conduct and discipline which provisions have not been specifically included in these Rules;

Any other act not specifically mentioned here-in-before which, whether, by commission or commission as would in the circumstances of the case, be considered by a 'Competent Authority' as misconduct and/or indiscipline.

 
     
  Rule No. 3 Punishment and its procedure
 
 

Without prejudice to the powers of the Vice-Chancellor, Associate Dean and Principal of College/Head of Institution shall have powers to inflict any one or more of the following punitive measures for the purpose of maintenance of the constituent/affiliated Colleges and Institution under the control of the University as enumerated in the Rule (5) with a note thereof in the history-sheet of the concerned student(s) as given below.

Administering warnings against recurrence of any act of indiscipline on the part of the student(s) or imposing a fine upto Rs. 25/- upon a student indulging in the acts of Indiscipline as enumerated in the clause (i), (ii), (iii), (iv), (vi), (Viii), (xi), (xiii), (xvi), (xviii), (xix), (xxii), (xxiii) and (xxv) of the above Rule-5. In addition, be may be placed on the conduct probation for a specific period as deemed necessary by the Associate Dean and Principal of College/Head of the Institution.

Cancellation of admission and refusal to grant admission in future in the case of a student who is found to have secured admission at the University or College of Institution by fabrication or suppression of facts or information as enumerated in the clause (vii) of the Rule 4 here in before.

Cancellation academic concession like scholarship, financial assistance, etc. and recovering the full amounts thereof in the case of a student(s) who is are found to have supplied false information for seeking a scholarship or any academic concession. Besides this, Associate Dean and Principal of College/Head of Institution may place such a student on the conduct probation for a specified period in addition to fine as mentioned in clause (I) above.

In the case of student(s) who is/are found to have stolen farm produce or damaged any property belonging to the University/ College the Associate Dean and Principal of College/Head of Institution shall recover summarily amount equivalent to the total cost of the produce/property so stolen and make the loss good in addition to the fine as mentioned in above Clause (i).

Complaints, cross-complaints or the incidents in regard to possessing or using fire arms, lethal weapon, recourse to violence, assault or intimidation by a student(s) on the University/College/Institution campus shall be referred to an investigation committee consisting of three staff members. The said committee shall make a detailed enquiry of the incident or the act of indiscipline and shall give to the Associate Dean and Principal of the College/Head of Institutions opinion about prima-facie evidence regarding the charges levelled against the student(s) involving in the act. The Associate Dean and Principal/Head of the Institution, after giving an opportunist to the student(s) alleged to have indulged in such act to refute the charges levelled and after following the detailed procedure for imposing penalties as stated in Rule 7 here in after, may take one or more of the following punitive measures provided that the Associate Dean and Principal of College/Head of Institution is fully satisfied and holds the student(s) quality of the charges(s) levelled;

Administering warnings and placing the student(s) on conduct probation for a specified period of;

Expelling the student(s) from the University/College for a specified period or be not admitted to a courses of study in a College, Institution or Department of the University for a specified period or;

Awarding a fine not exceeding Rs. 300/- or;

Debarring the student(s) from taking an examination or examinations conducted by the University, College, institution or Department for a specified period not exceeding 5 years or result of the student or Students concerned in the examination or examinations in which he has or they have appeared, be postponed or cancelled.

In the above events (b) (c) and (d) the aggrieved student(s) may prefer an appeal to the Vice-Chancellor of the University against the decision of the Associate Dean and Principal of the College/Head of the Institution within a period of 10 days from the date of the receipt of such an order passed by the Associate Dean and Principal of the College/Head of the Institution.

 
     
  Rule No. 4 Appellate authority of the Vice-Chancellor
 
 
Without prejudice to the powers of the Associate Dean and Principal of the College/Head of the Institution, the Vice-Chancellor after living the student a reasonable opportunity to be heared by him and by exercising his powers in this behalf, shall by order, direct that the student(s) found so guilty of any mis-conduct, indiscipline be expelled or resection for a specified period not exceeding five years or be not admitted to a course or courses in a College/Institution or Department of the University for a specified period or punished with a fine not exceeding 300/- rupees or be debarred from taking an examination or examinations conducted by the University/College Institution or Department for a specified period and exceeding five years or the result of the Students concerned in the examination/examinations in which he/she has or they have appeared, postponed or cancelled; or if the vice-chancellor holds that the Students(s) is (are) not guilty of the charge or charges of any misconduct or indiscipline, shall set aside the order passed by the Associate dean and Principal of the College/Head of the Institution to the effect that the Students(s) is (are) guilty of the charge(s) of any misconduct or indiscipline; and shall further order that he (they) be admitted to the hostel/College or Institution and his (their) examination(s) be taken and his (their) result(s) be declared as usual.
 
     
  Rule No. 5 Procedure for Imposing Penalties
 
 
No order imposing any penalty on any student shall be made except after;
 
 
  1. Holding an inquire into the alleged act of misconduct and or indiscipline.
  2. Taking into consideration the representation, if any, submitted by the Students after having been given reasonable time for making such a representation;
  3. Recording a finding of each imputation of misconduct or indiscipline;
  4. Giving the student(s) as opportunity to show cause, within a reasonable time why the punishment proposed to be imposed n him (them) should not be imposed; and
  5. Giving the student(s) a personal hearing before passing any order of such punishment.
 
 
Provided that it shall into be incumbent on the Vice-Chancellor or the Associate Dean and Principal of the College/Head of the Institution any other Competent Authority to follow the procedure prescribed in any such case of misconduct or indiscipline, where, in the opinion of that authority punishment of administering written warning against recurrence of any act of indiscipline on the part of the student or a punishment imposing a fine not exceeding Rs. 25/- is found sufficient; The Associate Dean and Principal of the College or Head of the Institution, shall on each occasion of any punishment being imposed on any student intimate by a letter to be sent under a Certificate of Posting, the fact of such student(s).
 
     
  Rule No. 6 Miscellaneous
 
 
  1. The Associate Dean and Principal of the College/Head of the Institution shall maintain in respect of each student admitted to his/her College or Institution a record of each punishment imposed on each student for the complete period of his/her Studentsihip at the College or Institution.    
  2. Every punishment of expulsion or rustication or debarring from taking an examination prescribed in Rule 5 shall among other things form a part of the College Leaving Certificate that may be granted to a student by the University or the Associate Dean and Principal of the College/Head of the Institution.    
  3. A copy of these Rules shall be supplied to each student at the time of his/her admission to the University, College of Institution, and a receipt accepting such supply shall be obtained from the student. This receipt shall form a part of the record of admission of the student to the University.    
  4. In the event of any difficulty arising at any time in the implementation of the provision of any rule incorporated in these Rules or interpretation thereof, the decision of the Vice-Chancellor of the University shall be final and binding on all the concerned and no suit or other legal proceeding shall lie in any court of law against such a decision(s)
The University reserves the right to make at any time without notice changes in or additions to these Rules.
