  Students Council  
  1. Objects, duties and responsibilities of the Council  
 
  1. The Students Council shall function in an advisory capacity. It shall enable the student members to participate in the deliberations of the Council relating to co-curricular and social service activities.
  2. The  Students Council shall aim at promoting discipline amongst   the Students and inculcate a sense of nationalism and foster feeling of unity and fraternity amongst the student community.
  3. The student Council shall  promote and co-ordinate co curricular and social activities under the guidance of the principal of the College and Director,  Students Welfare of the University consistence with rules and regulations framed for the purpose by the University, for better corporate life.
  4. Only the Students Council alone may through   proper channel  may put problems/grievances if any faced by the student community as a whole before the competent authority of the college prescribed for the purpose.
  5. The Council shall not engage in any political disruptive activities.
 
  2. Membership of the Council  
 

Every student on live roll of the college shall be a member of the student Council but for the purpose of nomination on the Council as office bearer he/she must have successfully completed all the credit courses of his previous academic year and that he/she must have paid all the dues towards Students council activities and other fees of the dues and he/she should not be held guilty under the University Rules for maintenance of discipline and good conduct by the Students.

 
     
  3. The council shall have the office bearers namely Chairman, Vice-Chairman, Teacher-in-charge of N.C.C.,      NSS programme officer. Hostel Rector, Physical Training Instructor and the student representatives      excluding those undergoing internship training as follows:-

i)

Associate Dean/Principal of the College

One academic staff members not below the rank of Professor nominated by the Associate Dean.

  1. The student representatives of the Council shall elect from amongst themselves, the Secretary and the Dy. Secretary of the Council.
  2. The Students undergoing internship training shall not be considered for the purpose of nomination on the Students Council. Similarly the student held guilty under the University rules for maintenance of discipline and good conduct by the Students shall immediately cease to be the officer bearer of the Students Council.
 
  4. Tenure of the office of the Students Council  
 
The tenure of the Students' Council shall be restricted to an  academic year  i.e. the period  beginning  from the  day of first meeting  of the Students' Council to the last day  of examination programme of IInd  semester of the year or 30th May of the succeeding year whichever is earlier.
 
  5. Function of the Students' Council  
 
Under the scheme 250 volunteers in regular activities and 125 volunteers in special programmes are enrolled. Student has to complete 240 hours of work during two academic years by participating in the activities like tree planting programme, blood donation, attending special camps of ten days duration in nearly villages etc.

 
  6. Duties and functions of the authorities of the Council  
 
  1. Chairman : The  Associate Dean/ principal of the College being the head of the  institution, shall be the Chairman and in that capacity, the Chief Executive  Authority of the Students Council.  He shall also be the custodian of the Students' Council fund and shall, therefore be responsible for proper and  economic utilization of the Students' Council.  He shall have a power to set aside any decision/resolution which in his opinion, is not in the interest of the college and the University or dose not fall which within the duties and responsibilities of the Students Council.

    i)   To call a meeting of the Students council to discuss various problems or topics when considers it necessary.

    ii)  To sanction the budget estimate of the Students Council subject to amendments, if any.  In case the Students Council  dose not prepare budget estimate within two months or in its first meeting, the  Associate Dean/principal of the college may get the budget estimate prepared in the manners he deems fit.

    iii)  Where the Students council fails to carry out any function, he may direct the said council to carry out that function, and in case of failure carry out the said function himself and debit the expenditure to the Students council fund;

  2. Vice Chairman : an academic staff member of the College as nominated by the Associate Dean/Principal of the college in view of Rule No.4 (a)(ii) as the Vice Chairman of the council, shall assist the  Associate Dean in the due discharge of various duties and responsibilities towards the Students council.  The Vice-Chairman shall maintain the records of various activities of the Students council and the College gymkhana and shall carry out the other duties assigned to him by the Associate Dean/principal of the college from time to time.
  3. Secretary : The Secretary shall be the member Secretary and shall convene the meeting of the Students council with the approval of the chairman.  He shall present an annual budget estimate, the statement of expenditure and the annual programme of co-curricular activities to the Students council.  He shall initiate the correspondence on behalf of the Students council and put forth student grievances, if any. The Secretary shall be either from the final year or from pre-final year of the degree class.

  4. Dy. Secretary : (i) There shall be  a Dy. Secretary elected from the  Student representatives of the council.  He shall be from any class except first year of the undergraduate degree programme of the college, (ii) In the event of vacancy in office of the Secretary caused due to any reason what soever or temporary absence the Dy. Secretary may act as Secretary during such a vacancy or a temporary absence, if so directed in writing by the Associate Dean/Principal of the college.  In such a capacity, he shall perform all the duties and assume responsibilities of the secretary as enumerated above.

  5. In-charge of the co-curricular activities :  One student from the student representatives of the Students council shall be entrusted with the activities of each of the following co-curricular subjects namely, (i) Social Gathering (ii) Magazine (iii) Debating, Reading Room and Literary Club (iv) Hostel (v) Sports (vi) Canteen and Mess (vii) Social Service and (viii) Student Welfare and Allied matters as coordinators in writing by  the Associate Dean/Principal of the college.  Where the student  population of the college is less than 100  Students, one student shall be entrusted  with  the  activities of one  or two subject(Superintendent ) according  to his convenience in writing by the Associate Dean/Principal of  the college.  He shall draw up the programme of activities with the help of the other student member of the Council of the college and present the same to the Students council through the secretary of Council.  He shall ensure that the activities are carried out diligently and with in frame work of the Students council.
